True depends on your perspective, however having done it wrong once in my life (fortunately no permanent damage) I have a hard time going claiming it is the right way.
This looks like a Muscle Buster, but Samoa Joe did it from a standing position, not as part of lifting a charging opponent. It can cause severe neck injury if done wrong; see Tyson Kidd.
Another villain who boasts of her superiority, is openly derisive of her opponent… then is insulted when the fight doesn’t go her way. (The NERVE of that kid to prove unexpectedly competent!)
A normal mortal would be very, very done with this fight after being put down like that on a solid surface. With a helmet, they would have a decent chance of not being crippled for life, but *definitely* a major concussion, possible brain and/or spinal damage to the neck or upper back (depending on exactly the flex and angle in the hold), all kinds of fun stuff. Maybe displaced ribs, damage to one or both shoulder joints…
(People can and do literally die from falling over and hitting their head on the floor, no other person required to make it worse, as is happening here.)
Now, this being a comic with literal super powers (albeit a relatively low power scale), let’s see how Dula takes it.
It’s a common weakness of this physical titan type fighters. they tend to be low-agility, top-heavy and, if you topple them, then they go all the way down. Reminds me of juggernaut and The Blob in he [i]X-Men[/i] universe

I wonder if that glow in the eyes is just a bit of artistic license or something significant. The color matches Miss Melee’s aura.

It might not be totally over, I expect Dula’s helmet is some protection.
I believe that eye glow IS significant.
Kid Melee has Dula’s head in her left arm so the damage is more in the upper back. Kid also seems to have some aura in panel 4.
