Costs. And also, what is better? Having something that is 10x stronger at 100x the cost? Or 100x that is base at both strength and cost? Those soldiers are at least at 100%, while that armor is at 10%
I think she might have read too many comics, as War Machine said a very similar line when meeting Cloud 9 for the first time in the first book of Avengers: The Initiative storyline.
